Siobhan is an experienced professional with over 20 years in the aid and development sector. She has worked extensively internationally with diverse stakeholders, including INGOs, UN agencies, donor organizations, foundations, and international finance institutions. Her primary expertise encompasses Child Protection, Safeguarding, and Protection from Sexual Exploitation, Abuse, and Harassment (PSEAH).

Siobhan, a licensed social worker with Social Work England and a master’s degree in social work, combines professional accreditation with practical expertise. She has a strong track record in strategy and policy development, quality assurance, safe programme implementation, training, conducting and managing investigations and creating practical guidance tools. Siobhan has successfully led complex, multidisciplinary projects across the UK, Europe, Asia, the Americas, the Middle East, and Sub-Saharan Africa.

Over the past five years, Siobhan has delivered a range of diverse consultancy projects. Highlights include co-authoring the International Finance Corporation (IFC) Technical Guidance Note on Child Safeguarding for the Private Sector, serving as safeguarding lead for the Work and Opportunities for Women (WOW) programme, and providing safeguarding technical advice and support for the Girls’ Education Challenge (GEC) programme. She has also led a UNICEF project to strengthen Vietnam’s child protection social service workforce. Additionally, Siobhan co-produced the content for the RSH Safeguarding Matters e-learning modules, designed and delivered SEAH awareness training for the Asian Development Bank, and contributed to the Theory of Change for the UK government’s national Safeguarding Against Sexual Exploitation and Sexual Harassment strategy.

Prior to working as a consultant, Siobhan was the Global Head of Child Protection/Safeguarding at the British Council, where she established and managed a global safeguarding function. Under her leadership, a comprehensive abuse prevention and response framework was implemented in over 100 countries.

Beyond her consultancy work, Siobhan continues to contribute to the sector as the Designated Safeguarding Lead on the Board of Trustees for War Child UK and as a standing member of its Audit and Risk Committee.
