Jigawa State Social Protection Agency (Nigeria) - Operational Guidelines

These Operational Guidelines were developed to establish the binding rules, procedures, and institutional arrangements governing the operation of the Jigawa State Social Protection Agency (SPA). The purpose of the Guidelines is to ensure that social protection in Jigawa State: 

  1. Is predictable, fair, and inclusive. 
  1. Is delivered through clear, enforceable systems. 
  1. Is protected from political interference and elite capture; and 
  1. Can adapt to shocks, including climate-related and economic shocks. 

These Guidelines translate the mandate of the SPA into practical, day-to-day operating rules for government institutions, delivery partners, and implementing actors. This report was jointly delivered by members of the Social Development Direct (SDDirect) and Preston Associates for International Development in collaboration with PACE (Partnership for Agile Governance and Climate Engagement) and FCDO.
