This desk-based study examines evidence and practice on financial compensation for SEAH survivors through literature review, interviews, and analysis. It clarifies the distinction between legally grounded financial compensation and needs-based financial assistance, and explores who might hold responsibility across the aid delivery chain. The study presents divergent views on the roles of states, perpetrators, organizations, and funders and raises complex ethical and operational questions as well as risks. The study does not promote one approach to financial compensation for SEAH survivors.
